Government Information Network (GIN)
Government Information Network (GIN) serves as the central government's information network that connects all government agencies together to support various public services efficiently, constantly, and continuously. With greater efficiency in the development of organizational management and government security systems, GIN ensures cost-efficiency and can be operated on the IPv6 network developed by the EGA aiming to access all applications worldwide.
Recently, government agencies have attempted to develop IT networks and other related technological systems in their own traditional ways. However, such implementation causes several problems, varying in the redundancy of information, overspending of investment budgets, and a lack of integration. As a consequence, Thailand has inevitably experienced a delay to its technological advancement. To solve the issue in the long run, it is compulsorily required to evolve the integration of communicating information, particularly among government agencies. The Ministry of Information and Communication Technology (currently the Ministry of Digital Economy and Society) has therefore developed Government Information Network (GIN), which is under the supervision and management of the Electronic Government Agency (Public Organization) (EGA).
- To improve and extend technological networks required for the exchange of information among different government organizations.
- To evolve the integration of information networks currently operated by various government agencies to create a seamless connection with other electronic service systems with fast, convenient, reliable, and secure functions.
- To build strategic partnership among different government agencies to support all fundamental electronic services via GIN, which can ensure minimized costs, decreased redundancy of information, and a lower investment budget required for the development of government-based networks.
Integration and Development of Government Information Network (GIN)
- Develop, improve, and expand the integrated communication networks for various government agencies serving as a major route in connecting the obtained information among ministries, departments, and bureaus in the central or regional areas.
- Provide integrated communication networks for various government agencies to support all electronic service systems guaranteed with the highest security of exchanged data.
- Build strategic partnerships among different government agencies to support all fundamental electronic services via GIN, which can ensure minimized costs, decreased redundancy of information, and lower investment budgets required for the development of government-based networks.
- Support the exchange of information between government agencies on specific missions, such as Government Fiscal Management Information System (GFMIS) developed by the Office of the Permanent Secretary, the Ministry of Finance and Citizenship Database developed by the Department of Provincial Administration, the Ministry of Interior.
- To facilitate the internal communication in three major aspects including:
* The connection of exchanged information between departments under a similar ministry.
* The connection of exchanged information between agencies under a similar department.
* The connection of exchanged information between central and regional agencies.
- To improve networking systems to support IT programs launched to monitor the government’s significant missions, for instance, the Prime Minister’s Operations Center (PMOC) and the integrated monitoring system for rice pledging scheme.
- Enhance the efficiency of IT security for exchanged information via GIN.
- Generate effective development of government personnel to ensure greater competency in using the exchanged information, particularly the integration of exchanged information developed via GIN.
- Increased efficiency of networking systems will be able to support the maximized quantity of government-based operations.
- Advisory services will be provided for original networks to be connected to GIN.
- Training sessions will be provided to ensure sufficient knowledge of GIN.
- A comprehensive range of services will be provided to support both major and minor communication systems.
- Effective monitoring of IT security will be provided 24 hours-a-day.
- Users’ Service-Level Agreement (SLA) is estimated to be equal to 99.5 percent.
